July 8 IMAT Solutions and Firely Partner to Accelerate Digital HEDIS® and Quality Measurement Transformation for Health Plans
Combined solution delivers end-to-end clinical data aggregation, FHIR standardization, and digital quality measure validation to help health plans prepare for the future of HEDIS reporting.
July 8, 2026, Pleasant Grove, Utah and New York, NY – IMAT Solutions, a leader in healthcare data management, aggregation, and interoperability solutions, and Firely, a global leader in FHIR-native healthcare technology and digital quality measurement, today announced a strategic partnership to help health plans accelerate their transition to digital quality measures (dQMs) and modernize HEDIS® quality reporting.
As the healthcare industry moves toward fully digital quality reporting, health plans face significant challenges in obtaining complete, structured, and interoperable clinical data from disparate provider networks. The partnership between IMAT Solutions and Firely addresses this challenge by combining IMAT’s advanced clinical data aggregation and normalization capabilities with Firely’s FHIR-native digital quality measurement technology and Clinical Quality Language (CQL) execution engine developed in collaboration with NCQA.
Together, the organizations provide an end-to-end solution that enables health plans to collect clinical data directly from provider EHR systems, transform and standardize the data into FHIR-based resources, and evaluate HEDIS Electronic Clinical Data Systems (ECDS) and digital quality measures using certified CQL-based measure logic.
The integrated solution begins with IMAT Solutions aggregating clinical data from across a payer’s provider network, including EHRs, Health Information Exchanges, laboratories, and other clinical sources. IMAT’s platform then cleanses, de-duplicates, normalizes, and validates the data to create a comprehensive longitudinal patient record.
Once the data has been curated and standardized, measure-level clinical datasets are securely delivered to Firely’s digital quality measurement environment. Firely’s FHIR-native dQM platform evaluates the data against HEDIS and other quality measure specifications using computable FHIR and CQL logic. The resulting numerator, denominator, exclusion, and gap-in-care insights provide health plans with unprecedented visibility into data completeness, quality performance, and opportunities for intervention.
“Health plans are under increasing pressure to improve quality outcomes while preparing for the industry’s transition to digital quality measures,” said Mark Coetzer, VP of Business Development. “By partnering with Firely, we can provide payers with a comprehensive solution that not only aggregates and improves clinical data quality, but also validates that data against digital measure specifications. This allows organizations to identify documentation and data gaps earlier and act with greater confidence.”
“Digital quality measurement depends on having high-quality, FHIR-native clinical data available at scale and confidence that it’s being evaluated against the right measure logic,” said Rich Almeida, VP of Product Strategy and Compliance. “IMAT’s expertise in clinical data acquisition and normalization complements Firely’s digital quality measurement capabilities. Together, we are helping health plans move beyond retrospective reporting toward a future of continuous quality monitoring and proactive care gap management.”
The partnership addresses several critical challenges facing health plans, including:
• Preparing for NCQA’s transition to Digital HEDIS and broader industry adoption of digital quality measures.
• Improving the completeness and quality of clinical data used for quality reporting.
• Reducing reliance on manual chart abstraction and retrospective data collection processes.
• Identifying numerator and denominator gaps earlier in the measurement year.
• Supporting HEDIS ECDS reporting initiatives with standardized, interoperable clinical data.
• Enabling prospective quality management and care gap closure programs.
• Leveraging FHIR and CQL standards to create a future-ready quality reporting infrastructure.
As payers prepare for the industry’s shift to digital quality reporting, the combined IMAT Solutions and Firely offering provides a scalable standards-based foundation for achieving better quality outcomes, improving operational efficiency, and supporting value-based care initiatives.
