Justification for Real World Testing Approach

 

IMAT Solutions is a certified Data Aggregator Vendor, therefore, the scope of the Real World Testing focused on the QRDAs created based on data received by IMAT Solutions from certified EHRs that support providers/clinicians that have an interface to IMAT Solutions. IMAT’s eCQM measures currently support over 1,000 clinicians, that will extend to over 1,500 clinicians by the end of 2025, and several high volume MCOs (Managed Care Organizations). These clinicians and MCOs participate in the CMS Quality Payment Program (QPP), HEDIS Reporting and CMS
eCQM reporting. Additionally, the data within IMAT Solutions also support extracts and Quality Dashboards for MCOs, providers and specific State Quality Dashboards.

 

IMAT Solutions receives data via FHIR API, QRDA1s, CCDs, proprietary flat files etc.. and then calculates eCQM measure results, produces any needed submission files (ex: QRDA III), publishes results to performance dashboards, and provides detailed analysis on customers’ submission readiness (gaps in care, data formatting issues, etc.)

 

IMATs objective with these quality and regulatory reporting products is to ensure 100% successful submission on behalf of our customers. IMATs C3 technology allows IMAT to transmit certified data to customers throughout the reporting year. Customers can also login, to run quality measures on demand for any specified time period, to view measure results on-demand. IMAT also provides year round, white-glove service to identify and address any data issues negatively impacting performance results or submission.

Our Real-World Test Plan Results measured our ability to:

 

  •  Collect and calculate eCQM data throughout the year and make results available to clinicians and MCOs in reports, outbound CCDs, extracts and on-demand dashboards, and other relevant document types (c2);(c3)
  •  Produce QRDA III files capable of being submitted to CMS and TJC for customers who require this service (c3)
  •  Provide accurate previews of eCQM results and provide meaningful and actionable feedback on data quality issues that may impact the ability of CMS or NCQA to calculate a result representative of the patient clinical history (c2);(c3)
  •  Enable successful submission to: CMS Quality Payment Program (c3)

Summary of Testing Methods and Key Findings

Testing was carried out by deploying the relevant modules in a live environment for use in submission of the QRDAIII files. Test participants included certified healthcare professionals and IMAT Solutions Inc. The system was evaluated based on its usability, accuracy, security, and compliance with the specified criteria.

 

 

Test Objective

 

To validate that the Clinical Quality Measures (CQMs) functionalities for both the “Import and Calculate” and “Report” modules meet the requirements specified in the certification criteria 170.315(c)(2) and 170.315(c)(3). This test plan evaluates the software’s ability to:

 

1. Import and calculate certified eCQMs correctly according to the measure specifications.

2. Generate reports based on the eCQMs IMAT has certified and provide the required data output.

 

 

Measures and Outcomes

 

Number of patients covered in data reported to CMS and TJC

 

Description of Measurement

Count of patients that IMAT has received QRDA I records or other clinical data for that were represented in the generated QRDA III records.

Justification for Selected Measurement

Shows IMATs ability to generate QRDA III records for use in submissions to CMS and TJC

 

Care Setting

IMAT has received certification through NCQA as Validated Data Stream under their Data Aggregator Validation(DAV) program. IMAT will focus on care settings which have been validated under the DAV program. This currently includes the Outpatient Care and Outpatient Lab care settings.

 

Outcome

Pass/Fail: Pass

Details: The system successfully imported the data without any issues. No errors were encountered during the import process. Data is correctly displayed within IMAT.

 

 

Percentage of QRDA III’s generated that were submitted to CMS and TJC

 

Description of Measurement

Companion measure used to track the percentage of QRDA III’s that were generated. This was used to track quality issues that could affect reporting.

IMAT has received certification through NCQA as Validated Data Stream under their Data Aggregator Validation(DAV) program. IMAT will focus on care settings which have been validated under the DAV program. This currently includes the Outpatient Care and Outpatient Lab care settings.

 

Outcome

Pass/Fail: Pass

Percentage: 100%

 

Details: The system successfully generated CQM reports in the required format. All required data points were included and formatted correctly. The report generation was completed within an acceptable time frame.

 

Challenges encountered: Receiving up-to-date information from our ingestion sites about which providers should be included in the QRDAIII file for export. NPI/TIN warnings are displayed upon submission if all relevant providers are not included in the file export.

Description of Measurement

Companion measure used to track the stability of the product across each eCQM measure. The success of the product relies on the ability to produce useful data that can be submitted to CMS and TJC

Issues found across all eCQMs: 0

Details: Calculations for all tested CQMs were accurate and consistent with expected outcomes. Results were verified against sample calculations to ensure correctness.

Key Milestones

 

Starting January 1st 2025 – Patient data which belongs to a Care settings covered by the DAV program was used to calculate data for the eCQM measure which we are certified on and QRDA III’s were created. Data was collected from this point to be used in the Real World Testing measures communicated in this document.

 

On or before December 31st 2025 – IMAT collected and gathered all generated data for each respective measure in the Real World Testing plan, and compiled results and outcomes from the test plan.

Attestation

 

This Real-World Testing Results report is complete with all required elements, including measures that address all certification criteria and care settings. All information in this plan is up to date and fully addresses the health IT developer’s Real World Testing requirements.
